Martin Lewis Reveals 4 Secrets That Could Slash Your Council Tax Bill to £0

Martin Lewis, the popular money-saving expert and TV host, has revealed that certain medical conditions could reduce your council tax bill to nothing. Speaking on his ITV show, Martin explained that individuals with severe dementia, strokes, severe Parkinson’s, brain injuries, or similar conditions might qualify for a full discount under the “severe mental impairment” (SMI) criteria.

“A severe mental impairment – horrible term, not mine – is defined as [impact on] intelligence and social functioning which appears to be permanent,” Martin explained. “To qualify, it must be medically certified; you need a doctor to sign this”, reported the Express.

Martin emphasized that individuals meeting the SMI criteria must also be on a qualifying benefit to claim the discount. In Scotland, eligibility for a qualifying benefit is sufficient, even if the benefit isn’t actively being claimed.

In England, councils offering social care services can increase council tax bills by up to 5% without requiring a referendum. The average band D council tax for 2024/25 stands at £2,171, according to government data. However, millions of eligible residents are missing out on significant financial relief.

Recent findings from Policy in Practice reveal that 2.3 million people in the UK are failing to claim £3.4 billion in council tax support they are entitled to. The average claim for working-age support is £1,464 annually, while pensioners can claim an average of £1,670.

It’s possible to receive a 100% council tax discount if you live alone, have been certified with a severe mental impairment, and are claiming qualifying benefits. Students living in all-student households also qualify for full exemptions.

Importantly, there is no definitive list of conditions that qualify as a “severe mental impairment” for council tax purposes. Certification from a medical professional is required to determine eligibility.

Martin Lewis urged those who believe they or a loved one might qualify to explore the council tax discount, as it can provide substantial financial relief. With council tax bills rising and unclaimed support mounting, understanding these benefits is crucial for those in need.
